Yeah weird, how about the other part of my inquiry? Is it better to use a blog link when you comment on a blog or should that be a static page as well?

That depends on where your information pertinent to the blog post can be found.
For instance if you answer a question in a blog and you have posted information on your own blog that will be useful to the audience then by all means point the readers to your on-topic blog post - make sure your blog post is linked to your static html site.
It is better if you can point them directly to your static html page for a couple of reasons - this goes for forums as well.
1] If your comment on another blog or forum encourages a reply comment it gives you the opportunity to continue the conversation adding new readers to your information and more link juice to your static html page.
2] If your comment on another blog or forum encourages readers to come to your own blog to continue the conversation - then you are introducing the new commenter to your own readers and if it encourages more conversation then they are getting your link juice to whatever they are promoting.
I use my blog to keep people updated to what is happening on my static html pages and a chance to interact if they choose. The feed back on my blog has been helpful in gaining the trust of prospective customers to whatever I promote on my static html site as well.
